If I major in Biological Sciences, can I minor in EEB, MCB, or PNB?

Absolutely! The concept behind each minor is that, if you satisfy the 15 credits in courses required for the minor, you have fulfilled the requirements for the minor. It is totally irrelevant whether these courses satisfy some other requirement, such as that of a different major. For example, many pharmacy students are required to take at least 12 credits of MCB credits for their pharmacy program, and need take only one additional MCB course to qualify for the MCB minor in addition to their pharmacy major.

Minors are entirely optional. There is no need to obtain a minor unless you want this on your transcript. What counts most in terms of your future is your choice of major.

Note that you are not allowed to get a major in the same department as your minor -- thus an MCB major cannot also qualify for an MCB minor.
